| Per Board Bylaw 9100, each year, the Governing Board shall hold an annual organizational meeting. At the annual organizational meeting, the Board shall appoint the Superintendent to serve as a secretary to the Board. |
| The secretary to the Board shall be responsible for maintaining an accurate and complete record of all Board proceedings. |
