The purpose of this agenda item is to obtain Board approval of the revised Learning Continuity and Attendance Plan (LCP). The revision includes a description of how the Supplemental and Concentration grant funds are being used during the 2020-21 school year. The LCP provides an overview on how Madera Unified will provide continuity of learning through the COVID-19 pandemic. The LCP will replace the Local Control Accountability Plan for the 2020-21 school year.
The LCP provides an overview of the planning process which was already started for the 2020–21 school year and includes the following:

Addressing gaps in learning;

Conducting meaningful stakeholder engagement; maintaining transparency;

Addressing the needs of unduplicated pupils,
-
Students with unique needs, and students experiencing homelessness;
-
Providing access to necessary devices and connectivity for distance learning;

Providing resources and supports to address student and staff mental health and social emotional well-being;
-
Continuing to provide school meals for students.
The LCP is a critical part of the overall budget package for K-12 that addresses funding stability for schools in addition to providing information at the district level for how student learning continuity will be addressed during the COVID-19 crisis in the 2020–21 school year. |
Due to COVID-19, the LCAP approval process, which was originally delayed to December 15, 2020, has been replaced with the LCP. State legislatures signed into law SB 98, which established the new LCP requirement. Furthermore, SB 98 separates the development and adoption of the Budget Overview for Parents from the development and adoption of the LCAP for the 2020-21 school year. The Budget Overview for Parents needs to be adopted by December 15, 2020. The request for the Budget Overview for Parents will be presented to the Board under New Business. |

The Governing Board recognizes its responsibility to ensure accountability to the public for the performance of district schools. The board shall regularly review the effectiveness of the district’s programs, personnel, and fiscal operations, with a focus on the district’s effectiveness in improving student achievement. The board shall establish appropriate processes and measures to monitor results and evaluate progress toward accomplishing the district’s vision and goals. |
Superintendent's Recommendation to the MUSD Governing Board of Trustees: |
