 Background:

Schools chosen for Roofing were based on Maintenance & Operations Deferred maintenance schedule. The schedule was prepared by the Director of Maintenance and the Maintenance Supervisor after inspection of the sites. The Deferred maintenance schedule criteria are: age of the roof, condition of the roof, and estimated cost of the project.

 

The following is the site that was determined to be in need of work:

Madera South High School Ag Engineering

 

On  February 16, 2021, the District issued Bid No.020121-Reroofing Project at Madera South High School. The District held a mandatory job walk for the project on February 23, 2021. Ten contractors attended and qualified for bid submittal. On March 9, 2021, the District received  four bids for this project. All Bids were reviewed and it was found that Universal Coatings was the Lowest Responsive and Responsible bidder.

 Rationale:

In Accordance with Pubic Contract Code 22030-22045 and the adopted provisions of the Uniform Public Construction Cost Accounting Act, the District shall see competitive bids through advertisement for contracts involving an expenditure of $60,000.00 or more for public projects. In Accordance with Public Contract Code 20118, piggyback is allowable. This is a practice that takes advantage of competitive pricing from a contract formally bid by another school district or public agency.

 

The purpose of competitive bidding is to stimulate competition and obtain the lowest practical price for the services needed. 

 Fiscal Impact:  

Labor: $104,700.00

Materials: $7,537.91

Total Project: $112,237.91

In accordance with BP3311. The Superintendent or designee shall establish comprehensive bidding procedures for the District in accordance with the law (PCC 22030-22045). When it is in the best interest of the District, the District may piggyback onto the contract of another public agency or corporation to lease or purchase equipment or supplies to the extent authorized by law (PCC 20118)
